Melanoma cases in the UK are forecast to hit 26,500 annually by 2038, prompting a call for a national UV safety strategy. The All Party Parliamentary Group (APPG) for Beauty, Hair & Wellbeing, supported by the British Beauty Council, released a report titled 'A Preventable Crisis: The Case for a National UV Safety Strategy' following a year-long inquiry. This report highlights key issues contributing to UV-related health problems, including misinformation and the high cost of sun protection.
The inquiry found that only 35% of people understand what 'SPF' signifies. Furthermore, a study presented during the investigation revealed that 57% of consumers consider sunscreen too expensive, with one in ten avoiding its use due to cost. The APPG report recommends a comprehensive national strategy encompassing public awareness campaigns, mandatory UV safety education in schools, and a review of VAT on sunscreens.
Specific proposals include removing VAT from children's sunscreen and reducing VAT to 5% for SPF30+ products, classifying them as preventative health items. The report also advocates for sun protection to be recognised as essential personal protective equipment for outdoor workers. For salon owners and beauty professionals, the report's call for stronger sunbed controls, including a ban on unstaffed units and a national licensing scheme, is particularly relevant. Stricter regulation of social media to combat misleading tanning claims is also suggested.
The industry response indicates a willingness to contribute. The Cosmetic, Toiletry and Perfumery Association welcomed the report's recommendations, especially the push for a sustained public health campaign. Meanwhile, the British Association of Beauty Therapy & Cosmetology (BABTAC) is partnering with the charity Skcin to offer training for beauty professionals on recognising early signs of skin cancer. This initiative leverages the frequent client contact beauty professionals have, positioning them as key allies in preventative health, though the report's focus remains on government action and broader public policy.
