The European Union has published a roadmap detailing its strategy to eliminate animal testing for chemical safety assessments. This plan, developed in response to the “Save Cruelty Free Cosmetics” European Citizens Initiative, aims to speed up the adoption of methods that do not involve animals across regulatory frameworks.
The roadmap includes 22 specific actions and over 30 recommendations. A core component is a new scientific framework intended to facilitate the shift towards non-animal testing for chemical safety. The EU plans to update its legislation and regulatory guidelines by 2029. These changes will integrate validated alternative testing methods and discontinue redundant animal tests. The strategy focuses on three main areas: advancing the development and use of non-animal techniques, establishing Europe as a leader in new safety testing technologies like AI and human data models, and fostering international cooperation to promote these alternative approaches.
While this initiative targets a significant shift, it's important to note that certain sectors, including biological products, vaccines, gene therapies, and advanced medicinal products, are currently excluded from the roadmap’s scope. This exclusion leaves a considerable portion of the pharmaceutical and advanced health product industries outside the immediate transition away from animal testing.
